Delayed, diluted and disappointed consumer-oriented policy of Japan

Consumer groups are demanding to provide equal right that CI advocates

The law that relates to the consumers has been submitted to the Diet one after another. "Consumer rights" has been described clearly in the law for the first time. 42 years passed after America's President John F. Kennedy had advocated "Four rights of the consumers". What a delay this is !

The Japanese Government decides the enactment that describes "Consumer rights" clearly at last in this year. The law is called "Consumers Basic Law". It will be enacted by June.

However, "Consumer rights" that was scheduled to be included is fewer in Consumers International (CI) than advocated "Eight rights". It stayed in six rights. Consumer groups are demanding each political party to provide the equal right that CI advocates.

The consumers administration authorities in Japan put the report "Ideal way of the consumer-oriented policy of the 21st century" together last May. The enactment of this "Consumers Basic Law" was planned in that. It is described in the report, "The improvement of the personal data protection and the foundation of the protective system for the whistle-blower are necessary".

The relating law has already been enacted about the private information safeguard. The law will be enforced next May. The law obligated the enterprise that collected private information to have not to offer the third party private information without permission. At last, Japan straightens the system though the United States and EU have already introduced the personal data protection.

It took time too much. The leak of the membership list of the esthetics salon and the list of names of the card issuer happens in succession in Japan. The trouble of the solicitation by the telephone using the leaked private information increases.
The consumer groups pointed out that the consumers trouble doesn't decrease only by the law.

Besides this, the consumers administration authorities in Japan are speeding up the foundation of the system. It is Protective system for the whistle-blower (system that safeguards those who inform of the public interest). The bill is submitted to the Diet. It is scheduled to be enacted by June this year.

But consumer groups criticize the content of the bill, saying that "Is not it a law of which the accuser cannot inform?".
Such a law has already been enacted in Europe and the United States. Moreover, as a law whose contents are better than Japan.

The delay of the administration for consumers in Japan stands out compared with Europe and America.
